What does it mean when the Deputy Secretary of Defense says that Responsible AI will help us win in strategic competition? "Not despite our values but because of them '..." This presentation explains the DoD’s efforts to operationalize Responsible AI, and how it sustains our competitive edge. This presentation takes a deeper look at a key component of DoD's Responsible AI approach: the Responsible AI toolkit. The toolkit is a process that allows AI projects to identify, track and mitigate RAI issues, as well as capitalize on RAI related opportunities for innovation, through the use of modular and tailorable assessments, tools and artifacts. The Toolkit is built on two pillars, the SHIELD assessment and the Defense AI Guide on Risks (DAGR), both of which address AI risks holistically. The Toolkit allows for risk management, traceability and assurances of responsible AI development, practice and use.

The DoD must partner with academia and industry in a way it has never done before to achieve its AI goals. It is necessary to match innovation spaces (Industry), to deliver AI models into DoD mission space. This is a technical challenge, but there are also policy and acquisition challenges. We need to create a new way of interacting in order to make it a reality.
